Azerbaijan package prices from the UAE
Azerbaijan is one of the shorter and lower-priced trips from the UAE. Baku is a big modern city on the Caspian Sea with an old walled centre, and the mountains of Gabala and Shahdag are a few hours' drive away. The price depends on the nights, the hotel grade, any mountain nights and the month you travel. These are starting prices per person, sharing a double room, with return flights.

Buying the flight inside a package often costs less than booking it alone, because the hotel and transfers are priced together. We quote from Zayed International and Dubai International when the fare difference is worth it.
- Travel month: Eid, National Day, the December break and the summer school holidays cost more
- Hotel location: a hotel near the old city or the boulevard saves taxis and time
- Private car or shared tours: a private driver costs more but suits families and groups of four or more
- Mountain nights: Gabala and Shahdag hotels are priced higher in ski season
- Children's prices depend on age, the airline's child fare and the hotel's child policy

What the Azerbaijan package includes
Checklist
- Hotel nights in the grade you choose, with breakfast
- Airport pickup and drop-off in Baku
- Baku city tour with the old city, the Flame Towers viewpoint and the boulevard
- Gobustan and Absheron tours on longer trips
- Road transfers to Gabala and Shahdag when they are part of the plan
Not included unless your quote says so:
- The government e-visa fee
- Travel insurance
- Lunches and dinners
- Cable cars, ski hire, lift passes and other optional activities in Gabala and Shahdag
- Extra baggage, tips and personal spending
Azerbaijan uses the manat. Cards are accepted in most Baku hotels, malls and restaurants, but carry some cash for taxis, markets and mountain cafes. Medical care is paid by the visitor, so we strongly suggest travel insurance for your trip, with ski cover if you plan to go to Shahdag in winter.
03
4-night itinerary: Baku, Gobustan and Absheron
This plan keeps you in one Baku hotel for all four nights, which suits a first visit and families who prefer not to repack. Each day has one main outing and free time in the evening, when the boulevard and the old city are at their liveliest.

- 01
Day 1: Arrive in Baku
Our driver meets you at Heydar Aliyev International Airport and takes you to the hotel. Later on, stroll the Baku Boulevard along the Caspian Sea and see the Flame Towers light up after dark.
- 02
Day 2: Baku city tour
A guided tour of Icherisheher, the walled old city and a UNESCO World Heritage site: the Maiden Tower, the Palace of the Shirvanshahs, old caravanserais and carpet shops. Then up to Highland Park for the view over the bay and the Flame Towers, and a stop outside the Heydar Aliyev Center, the white building with curved lines designed by Zaha Hadid. Free evening on Nizami Street or Fountain Square.
- 03
Day 3: Gobustan and the mud volcanoes
Drive south along the coast, stopping at Bibi-Heybat Mosque, to Gobustan National Park. Its rock carvings, some thousands of years old, show hunters, boats and animals. Nearby, a 4x4 takes you to the small mud volcanoes, which bubble and pop with cold mud. Back in Baku by mid-afternoon.
- 04
Day 4: Absheron fire sites
Half a day on the Absheron Peninsula: Yanar Dag, a hillside kept alight for years by gas seeping out of the ground, and the Ateshgah fire temple at Surakhani.
- 05
Day 5: Fly home
After breakfast, check out. Your driver runs you out to the airport, and you fly home to Abu Dhabi or Dubai.
For three nights, we combine the Gobustan and Absheron days into one full day. For five nights or more, we add the mountains, described below.
Getting around Baku is simple. The old city, the boulevard and Fountain Square are close together and easy on foot. Taxis booked through an app are common and cheap by UAE standards, and the metro is quick for longer hops. Your driver covers the tour days, so you only need taxis for evenings out.
More to see in Baku if you have free time or an extra night:
- The Azerbaijan Carpet Museum on the boulevard, in a building shaped like a rolled carpet
- The Heydar Aliyev Center's exhibitions, inside the building you see on the city tour
- The funicular from the boulevard up to Highland Park, for sunset over the bay
- Nizami Street and Fountain Square for shopping, cafes and evening walks
- Little Venice on the boulevard, a small canal area with boat rides, popular with children
- The Bibi-Heybat Mosque by the sea, if it was not on your Gobustan day
Where you stay changes the trip. Hotels in and around the old city and the boulevard put the main sights on your doorstep and suit a first visit. Hotels near the Flame Towers and the hills above the bay have the views but need a short taxi or the funicular to reach the sea front. For families, a hotel with an indoor pool helps on cold winter evenings.
Is Baku expensive compared with Dubai? Five-star hotels and international brands in the malls are priced closer to Gulf levels.
04
Adding Gabala and Shahdag
Baku is a city trip. The mountains are what turn it into a holiday, especially for families from the UAE who want green valleys in summer or snow in winter.

Gabala, 1 to 2 nights
A green mountain town in the north-west. Ride the Tufandag cable cars up the slopes, walk around Nohur lake, and stop on the way at the Juma Mosque in Shamakhi. In summer it is cool and green; in winter Tufandag has snow and a small ski area.

Shahdag, 1 to 2 nights
A mountain resort in the Qusar region, with ski slopes, ski school and equipment hire in winter, and cable car rides, hiking and fresh air in summer. Good for a first ski trip.

Georgia, 3 to 4 nights
Fly or drive on to Tbilisi to see two Caucasus countries in one trip.
Here is how a 5-night trip with both mountain areas usually runs. It suits summer for green valleys and winter for snow.
- 01
Day 1: Arrive in Baku
Airport pickup, hotel check-in and an evening on the boulevard.
- 02
Day 2: Baku city tour
Highland Park, then the old city with the Maiden Tower and the Shirvanshahs' Palace. The evening is yours.
- 03
Day 3: Baku to Gabala
Drive north-west via the Juma Mosque in Shamakhi and a roadside lunch. Afternoon at Nohur lake. Night in Gabala.
- 04
Day 4: Tufandag and on to Shahdag
Morning on the Tufandag cable cars, then drive to Shahdag for the night. In winter, this is a snow afternoon.
- 05
Day 5: Shahdag and back to Baku
A morning on the slopes or the cable car, then return to Baku.
- 06
Day 6: Fly home
Check-out and transfer to the airport.
Not a skier? Shahdag and Tufandag still work. Chairlifts and cable cars carry non-skiers to the viewpoints, and there is sledging and snow play near the hotels.

Visa: e-visa and on-arrival rules for UAE residents
Most UAE residents apply for the Azerbaijan e-visa online before they fly, through the official ASAN Visa system. Some nationalities, and some UAE residents, can get a visa on arrival at Baku airport, and GCC citizens have their own rules.

Azerbaijan is one of several short trips that are easy to enter for many passports. For a list by nationality, see our guide to visa-free countries for UAE residents.
Apply for the e-visa at least two weeks before travel, and earlier before Eid and the December break. A visa issued for the wrong dates or with a spelling mistake is a common reason travellers are held up at the airport.

Azerbaijan for families and couples
Azerbaijan is a Muslim-majority country, which makes it an easy choice for many UAE families: halal food is easy to find in Baku, mosques are close by, and the culture feels familiar. Restaurants serve kebabs, plov (rice with meat and dried fruit), dolma and fresh bread, and most are relaxed about children.
For families, the seaside boulevard, the mud volcanoes and the cable cars in Gabala tend to be the highlights. Child seats are available on request when you book.
Couples usually prefer a hotel with a sea or Flame Towers view, dinner in the old city, and a night in Gabala or Shahdag for quiet mountain air. In winter, a snow day at Shahdag is a good change from city sightseeing. We can add a private dinner, a room upgrade where available, or a late check-out on request.

Checklist
- Ask for a family room or two connecting rooms when you book
- Bring warm layers in winter; Baku is windy and the mountains are cold
- Pushchairs work well on the boulevard and in malls, less so on the old city's cobbles

Spring and autumn are the easiest months for a city trip. Winter is the time for snow, but pack properly: Baku is known as the city of winds. Summer in Baku can be hot, though cooler than the UAE, and the mountains are pleasant.
Snow is never certain. December can be mild in the mountains, while January and February usually have the deepest cover at Shahdag. For a winter trip built around snow, we keep the mountain nights in the middle of the trip and check the resort's conditions a week before you fly, so we can switch the order of days if needed.
In summer, light clothes for Baku and a fleece for the mountain evenings. All year: walking shoes for the old city's cobbles and a power adapter for European two-pin sockets.

Questions
Azerbaijan trip questions
The questions UAE travellers ask us most about Azerbaijan. Ask yours on WhatsApp, call 02 679 8008 or visit our travel agency in Abu Dhabi at Mushrif Mall.
What is the Azerbaijan visa on arrival fee for UAE residents?
We check your passport first so you know which route applies.
Can UAE residents apply for an Azerbaijan e-visa?
Print it and carry it with your passport. We file the e-visa for travellers who book an Azerbaijan package with us.
What is the Abu Dhabi to Azerbaijan flight ticket price?
Package prices often include the flight for less than buying it alone.
Are there cheap holidays to Azerbaijan from the UAE?
Yes. Going in spring or autumn and choosing a 3-star central hotel keeps the cost down.
How many days are enough for Baku?
Three nights is enough for Baku's old city, the Flame Towers, the boulevard, Gobustan rock art and the Absheron fire sites. Add two nights in Gabala or Shahdag for mountains, cable cars and, in winter, skiing. Five nights in total is the most common trip we book.
Do I need travel insurance for Azerbaijan from the UAE?
Travel insurance is strongly advised for Azerbaijan, because medical treatment is paid by the visitor and winter weather can delay flights and mountain roads. We can add it to your package at booking.
